PALFINGER is seeking a strong Safety Manager candidate familiar with working in a plant environment to join the team and work out of our state-of-the-art manufacturing facility in Council Bluffs, IA. Job Summary

The Health, Safety, and Environmental (HSE) Manager will assist management in compliance with safety regulations in an effort to prevent injuries and illnesses to employees in the workplace; inspect the facility and minimize or eliminate hazards from processes, incorrect working methods and materials; comply with Iowa DNR requirements with respect to OSHA and Workers Compensation guidelines; ensure that the company complies with environmental regulations in the areas of air quality, waste management, clean water and pollution.  The job entails a mix of scientific and administration work, along with knowledge of environmental legislation. This role reports to the Operations Manager offering a competitive compensation package and opportunity for ongoing career growth.

Primary Responsibilities

  • Implements, manages and monitors all site environmental, health, and safety programs.
  • Works with the management teams and associates to instill a genuine culture of awareness and responsibility across the facility.
  • Conduct safety audits of the following: fire extinguishers, eyewash stations, fire suppression equipment, compressed gas, battery changing equipment, ladders, outside grounds, environmental compliance, chains and slings, fall protection, first aid and AED.
  • Conduct safety training in the areas of new hire and temporary orientation, as well as other safety/environmental-related topics as needed.
  • Provides support to management teams, employees, and plant committees in order to ensure a safe work environment.
  • Establishes and ensures that local management, employees, and site committees are adhering to corporate standards, actively communicating to all plant personnel regarding HSE-related issues and help develop the appropriate corrective action plans. 
  • Provides relevant content and subject matter expertise to support: 
  • Required HSE-related training 
  • The development of thorough and complete incident investigations 
  • The prevention of incidents through site visits that include behavioral auditing, associate communication and statistical analysis 
  • Prepares weekly, monthly, and quarterly reports as required and reports them to Regional HSE.
  • Works closely with the Human Resources Department, and, where appropriate, the Third-Party Administrators (TPA), to review and monitor worker's compensation claims costs and develop plans to minimize active claims. 
  • Always keeps Regional HSE Manager informed of issues within assigned area of responsibility; escalates situations as needed to reach desired resolutions. 

Qualifications

  • Minimum education level is a bachelor’s degree in a technical field, most likely Environmental, Occupational Safety or Industrial Engineering.  
  • Special licensures are not required for this position.  Additional training in EPA and OSHA programs, including Train the Trainer, OSHA 30, DOT, RCRA, HazMat is helpful.  
  • Minimum of 5 years experience in an industrial manufacturing environment working in Environmental Health and Safety is preferred but is not necessary.  
  • Must be able to conduct training for individuals or groups.
  • Specific OSHA, Iowa DNR (EPA) and general IA Department of Labor knowledge are required in this position.  
  • Fluent in MS Office applications including Word, Excel, PowerPoint & Outlook. 
  • Ability to thoroughly investigate circumstances surrounding accidents/injuries, document findings factually. 
  • Must have good listening skills and earn the support of the workforce, across all shifts.  
  • Must be able to freely communicate concerns and issues to all levels of leadership, keeping communication open and sincere.  
  • High degree of attention to detail is required.  Typically, this relates to compliance with environmental, health and safety regulations.  
  • Must support and implement all policies/procedures without bias.  
  • Able to identify recommend policies/procedures that are no longer relevant and need to be modified/abolished.
